The Packard Sixteenth Series Twelve of 1938 represents the penultimate chapter for the magnificent V-12-powered flagship. Restyled with gracefully flowing full front fenders, integrated dual side-mounted spares, and a distinctive split V-shaped windshield, the new design gave the Twelve an unmistakably modern appearance while retaining the dignity expected of Packard's finest automobiles. Among the available coachwork, few were more admired than the Convertible Victoria, whose elegant four-passenger configuration and distinctive blind-quarter top made it the most expensive body style offered on the 134-inch-wheelbase Model 1607 chassis.

According to its reproduction vehicle number plate, this Convertible Victoria was delivered by Packard Manhattan in New York City on 22 May 1938. Restored during the early 1990s in its present striking combination of black over red leather, it is well equipped with fog lamps, bumper guards, heater, radio, and the iconic Packard cormorant mascot. Charles "Chuck" Mitchell of Poughkeepsie, New York, a longtime Classic Car Club of America member, successfully campaigned the Twelve in CCCA judging, earning numerous scores in the high 90-point range before achieving coveted Senior Premier status at the Maryland Grand Classic in 1994. He also enjoyed the Packard on the CCCA's 1993 Rip Van Winkle CARavan.

Renowned Packard enthusiasts Jim and Arlene Adams of Jupiter, Florida, acquired the Convertible Victoria in the early 2000s. A favorite touring automobile in their collection, they regularly enjoyed it on the road, its smooth V-12 performance and effortless drivability making it particularly well suited to CCCA touring events. Mr. Adams sold the Convertible Victoria in 2012 to fellow Packard enthusiast Henry Petronis of Easton, Maryland. Following Mr. Petronis' passing, James G. Robinson acquired the car for his collection of more than 100 automobiles, where it stood among his other distinguished American classics. At the time of cataloguing, the odometer displayed 10,379 miles.

The attractive older restoration continues to present well, with light, honest patina from careful enjoyment enhancing its character.
