My best guess is a GM product with the period Dubonnet knee action independent front suspension - Chevrolet perhaps? I believe it was a version of this suspension that was fitted to the late 1930's UK Vauxhalls.

Pontiac - but not sure which model. Very similar to a Chevrolet but the give-away is the chieftain mascot on the bonnet (or hood in US terms).
